Cartagena Protocol National Focal Points National Focal Points (NFPs) are responsible for managing communication between the Secretariat and respective governments. Under Article 19 of the Cartagena Protocol, each Party must designate one national focal point to be responsible on its behalf for liaison with the Secretariat |

Biosafety Clearing-House (BCH) National Focal Points BCH National Focal points are responsible for coordinating with the CBD Secretariat regarding the development and implementation of the BCH. Under Decision BS-1/3 (Annex D) National focal points (or, where appropriate, Institutional Focal Points) for the Biosafety Clearing-House shall be nominated to liaise with the Secretariat regarding issues of relevance to the development and implementation of the Biosafety Clearing-House, whose functions shall include the following roles and responsibilities: - Active clearance for publishing information registered on the Biosafety Clearing-House, including validation at a national level of records to make them publicly available through the central portal;
- Liaison with the Secretariat regarding the technical aspects of national participation in the Biosafety Clearing-House, as well as provision of advice on further technical development including, inter alia, suggestions for improvements to the layout and system specifications of the central portal and central databases; and
- Facilitation of the development of a network of multi-sectoral and interdisciplinary partners, as appropriate in the implementation process of the Biosafety Clearing-House.

Points of contact for unintentional transboundary movements and emergency measures (Article 17) The Protocol requires Parties to provide a point of contact for receiving notifications under Article 17 of the Cartagena Protocol pertaining to unintentional transboundary movements and emergency measures. All designated NFPs are registered in the Biosafety Clearing-House. Each NFP entry contains contact information, telephone numbers and email addresses |

Competent National Authorities Competent National Authorities, designated under Article 19 of the Cartagena Protocol, are responsible for performing the administrative functions required by the Protocol. All designated Competent National Authorities (CNAs) are registered in the Biosafety Clearing-House. Each CNA entry contains contact information and a brief description of the functions of the organization. |
